How about if shifters were to gain percentage based skills specific for forms?

Like dozen of them or so.
So you can use these skills in varios situations and improve them through use (something like we have for exotic weapons skills now)?

I would think this would make shifters a lot more interesting to play.

So when you type skills in form you get (for lion for example):
form confidence 93%
dodge 76%*
bite 75%
rake 100%
enhanced damage 90%
pride of the pride 70%
etc.

* - Lion dodge (even perfected) would be nowhere as good as mongoose.

When you shapeshift into different form you get different set of skills.
And maybe (inspired by Mek's crazy idea) some of the skills could even be carried from form to form.

A small idea #2:
Make enliven as a class skill (carried over into forms)... but allow so certain spells like detect invis could be enliven-ed as well.
