In general, lash is lash.
A long time ago, Cador and Twist and I decided lash probably should be a better skill for whip/flail warriors. Having done that, though, the combination of whip-warrior-lash and cheap shot was too good. If we rebalanced lash so that wouldn't be true, it wouldn't be good enough without a cheap shotting thief, and if we rebalanced cheap shot so that wouldn't be true, it wouldn't be good enough without a whip warrior to lash for you.
So, instead, we downgraded only the combination of those two skills, leaving their separate balance as is, and resulting in you only being able to cheap shot on some rather than all successful lashes.
