I think a nice little addition to when someone is inducted into a cabal would be a greeting from the cabal inner guardian (or healer if the inner happened to just get killed by raiders). This could be just the standard login greeting, though I don't recall how they all are, but seems they would likely work for this purpose too (or if necessary, you could create custom cabal echoes for this). A small nod for the inductee, as well as letting any cabal mates online know that someone just joined.
