Any chance to increase avg of weapon based on lvl or keep same and then increase chance of the prog if its affliction to apply? It has been very difficult to test as the frequency appears so low.

I know Dest (based on searches for information) made a suggestion of increasing rate. Either average or rate might incline more to use it.
