I kind of recall this discussion taken place before but I couldn't find the answer so please bear with me.

To "qualify" to get one of the Halloween forms, does the creation of the shifter char have to take place in October, or does he/she needs to reach the level to get a form in October? or both?

Same question, in principle, for the familiars.

Don't try to game the system and you'll be fine.

Thanks for the response.

Just to be clear though, not trying to game the system. Just wanted clarity on the eligibility (I don't see why that would be a bad thing), like buying a lottery ticket with no fine print and then finding out you have to be a resident of Kalamazoo to get any payout
