I think that might have been an old Zulg religion guideline you have me confused with!

Vindelph is correct in their statement. I will also add without getting too specific...

Group leading is only it's most strict when priest(s) of the religion are questing at a certain time/place.

The religion wants you to be a leader and learn how to do so, but by no means does it not allow you to follow others to learn to become a leader.
