Is this based off of current CON or racial max?

Seems like if this goes off of current CON, it could potentially get eaten up pretty bad as a longer-lived character which makes it uniquely terrible as far as legacies go in that regard.

With sub 10 con and whispers I didn’t feel too far off from full con and no whispers.


So however it works mechanically it’s still noticeably better to have it at any level of con.
