So I searched the heck out of this including misspellings. Seems like it gives some +dam and then will affect the person who gets hit with it. No log or previous post seems to indicate what that affect does. Can you shed some light?

Adds +dam to a weapon, which I *believe* can be used by anyone still, but could be wrong.

Wielded by a pain shaman, it allows you to inflict minor, short-lived maledictions. For the most part, I don't know that I would find these super-useful.

Using a flail is fun. Lashing people is entirely worth it. I'm not certain if it improves your lash success rate. I don't want to ruin the fun of seeing it for yourself, though.

Doesn't improve success rate. 100% worth using with flail
