How do Outlander IMMs view bartering for things in unprotected cities? Ex. Arkham, Udgaard, Tir-Taleth, etc.

My general rule of thumb has been the larger cities are no go, along with the type of city it is. Less "civilized" places like HTOS are fine. Tir-talath is fine due to the history of the city. Udgaard is obviously a big fat no.

But its a spectrum, and that is reflected by your RP view of cities and what exactly civilization means.
