Is incarnadine wave stat dependent? Ie. does it work better with one race over another due to high int/wis/etc?

Can the damage multiplier with certain weapons stack with deathblow?

It cares about hit roll, weapon weight, and dex. In order to maximize it, you want a high hit roll and high dex with a low weapon weight. I imagine if you tried pretty hard to do it, you could make it work with any race but the amount of gear you would need to tie up trying to juice your hitroll instead of other stats with say a fire giant would probably make it not worth the effort.
