They have only two or maybe 3 cabals they can currently join. GSV, Herald, Battle (Possibly not possible under Ysal), Scarab (Way over my head and seemingly outside goblin thought process imho.

So...

I think they should be allowed to be orderly so they have access to Trib and Empire or, barring that, allow them into Outlander.

They aren't an unnatural race like orcs and even have in game shamanic traditions and there are echos of spirit/tribal religions in their past if you look closely.
