I've seen a lot of drow axe specs lately.

Does the low strength of drow affect skills like whirl/pincer/disembowel?

My experience as a Drow axe, pre dex changes and pre edges:

Disembowel works very well indeed.
Whirl, fine.
Hook, didn't think it was amazing.
Weapon break, didn't seem as good as for stronger guys.
Pincer, ok, but my damage wasn't great so normally I wanted to do something sneakier.

Surprisingly tanky though considering this was before dex changes, because axe specs were always considered to be non tanky at the time.

You also have very few decent wield choices and are vulnerable to stat loss. But if you can get those good wields and cover stats through gear your high dex overcomes an ace specs biggest weakness (face tanking). And charged up striking can help you mitigate the defenses of others.
