Basically, I hate currents and it seems silly that you cannot anchor your boat to the river side, or drop one in the ocean, etc.

Everyone gets the command, all it does is drop anchor, or attach your boat to the riverside so that you don't float away. You cannot move till it's raised, and if you're attack it automatically comes up.

Perhaps put a round of lag on it, I dunno, it's really up to you. Main reason I think we need something like this because I keep drifting away from a certain IMM shrine, making it quite awkward to pray.

I can see how this would be abusable.

And I agree with you, it would be nice if there wasn't a current there. In fact, there probably shouldn't be, for the reason you state. However, it makes RP sense that it is. So it's a toss-up.
