Would you consider lowering the timer on "He/She is already dazed to the skull"?

I believe that the low damage the first strike does can allow it to avoid this timer. I also believe this timer may exist sometimes even if you do not knock out your opponent, however I may be mistaken as I have only noticed in group fights. This makes it confusing as you do not know when cranial is an effective starting maneuver.
