I have had a couple of occurences through the life of Gromm (mountaineer savage) when I was able to use herbs when on civilized or desert terrain. I just used it accidentally and surprisingly the skill worked. I've never managed to deduce the algorithm to reliable reperform it, but ability is definitely there. It happened at least on Imperial road and Araille desert for me, no druid was involved.

Just wanted to know whether this is by design and I can get an idea of how to use this reliably or is it just a sporadic bug.

The only case I see where a mountain/savage ranger would be able to herbs in a wonky place is if that room were flagged "cold".

You can use herb on roads, downside is a longer re use timer.
