Something I've noticed about groups of three, is that they're usually mixxed up. I really can't tell you how random my groups of three are, and I rarely travel with the same people. If you let peopel group as pairs, it would sort of facilitate perm grouping, right?

Also, the leveling difficulty thing has an interesting side-effect. The higher level the more dynamic people are. In 1-11 range you have a big bag of different people. A lot of new roles, but also a lot of OOC interaction. 10-20's are basically full of people rushing to level or no-role low-skill pkers. 20-30's people seem to be more dynamic and more dangerous. 30-40 people are roleplaying for cabals, and 40-50 I dunno, haven't made it there yet =(

Anyway, if you let everyone level fast you'd have the low-skill non-interactive grief gamers at high levels.. I level past them for a reason
