Is a Plainsrunner charge equivalent to that of a polearm spec warrior, for example?

I personally found it to be weaker than a pole spec's charge. With a pole spec I like charge. With a ranger I found it was only useful when fighting other rangers. And frankly, plainsrunner didn't seem the ideal build for fighting other rangers.
