I don't think this is anything specifically accounted for, but I would assume this is working in a similar situation as to when a group out-levels one member, and then when the ones beyond 8 levels gets a kill, the member too far outside this gets non exp. Goblins are getting the bonus of extended grouping range, but the mount's not a goblin, so then you don't get the exp.
Obviously not a perfect situation, and I don't know whether it would be tweaked or not, but I expect this is what's causing it.
