Is it by design that you can't use a wand of fireball without a target?

It feels like you should be able to as the spell itself doesn't need a target. Likewise the scrolls (eg brulanta)

That's just a limitation of wands. As the syntax states, you must zap something and cannot simply invoke/brandish/generically use a wand. Sorry.
