How much better is bearcharge for a mountaineer over a forester? Is it stronger in all terrains or just in the mountains?

I'm not sure how to give you a quantitative answer, but in general I would say that a mountaineer's bearcharge is "better" than a foresters.

Mountaineers get a bonus in all terrains, but it is much less significant in all but their home terrain.
