ENLIGHTENMENT
Some gnomes choose to bring the power of their remarkable mental acuity to
bear on the matter of resisting magic more effectively. Those that do enjoy a
small bonus to saving throws versus spells as long as their intelligence and
wisdom remain high.

If you have this edge, and are shifted into another form, does it use your gnome int/wis, or does it use your forms int/wise.

It uses your current int/wis. When you're shifted, they're limited by the form as always. I'm legitimately puzzled that anyone could find this unclear.
