Any chance of this coming back as a thing? So that rangers can rank and explore the water without losing wilderness time again.

If you spend your early life on and under water you end up without enough wilderness time to even be inducted. Once you know about it you can rank early in swamps and other wilderness instead, so long as you get something amphibious, but it's still annoying to have to work around.
