Am I wrong in thinking that a PC who has been on longer than a mob (typically because the mob was killed by said pc) should get attacks ordered first in combat?

Because that isn't happening.

Or was that change (inverting the who list and all) only applicable to PC vs PC?

It's the opposite - atleast when practicing I used to be able to just walk out inbetween rounds.

your position on the 'who' list dictates who "hits first" in combat rounds. If you are on top (logged in longer) your attacks happen before those of your opponent.
