Alrighty then CF has its own mythology that it has developed. Part of this mythology dealing with death says that goods die and go live in the azure fields with shoky and evils go off to hell to spend the rest of their lives in damnation.

Now according to beroxxus's religion he is the keeper of the dead.
According to cf Scarabaeus is the father of devils and imortal lord of hell.

so who is in charge of thew souls or each other. The tormentor or the owner of the prison?

"These are the people who live a wicked life, a life of
despair, or a life of suffering. Among these are the people who have
no hope, no joy, and no happiness. These souls belong to Beroxxus,
so that he might torment them forever in death."

Beroxxus has power over a limited subset of souls.
