The helpfiles pretty unclear.... What, exactly, does this do? Boost your racial limit to 25? provide some extra str points to safeguard your str?

If I remember correctly, it's a big +STR affect.

So just to clarify, it acts more as a STR safeguard than anything, giving you say +5 or +10 str (w/e the amount may be), but not actually adjusting your max str stat?

Correct. It definitely doesn't change your maximum strength.
