I am guessing the past rewrite was done before neo rangers came out and no one felt like changing it, but it was a question that jumped out at me last time I died to an archer that entwined me.

Because flailers gives a picture of someone flailing about on the ground.

The area writer probably just used flails to offer some diversity.
