Keeps you perma slowed and lowers the need for food/water. Is it totally negated from bleeding/poison/plague/etc..

Is it still a good pick? Yes, in my opinion.

Is it totally negated by bleeding, etc? Yes, for the most part. Supposedly, some edges can make this not the case but you still won't regenerate anywhere near what you would normally, ie. without the poison/bleeding, etc.
