From tangential remarks and one request for change, it seems like this is true:

Shaman dispel is level based and there is no way to gear or prep to defend oneself against it, i.e. reduce one's chances of being dispelled.

Correct. It's level dispel is "cast" at vs. level of the affects.

Yes, saves are not used for dispel.
