Do weapons of sufficiently high level have their damage nerfed even when wielded by a lvl 51 character? How high would the weapon level need to be before the damage throttle kicked in when it's being wielded by a hero?

Several levels above 51. I can't think of anything offhand that is over the threshold.

Was thinking of enchanting a certain weapon and was curious whether it would actually be counter-productive.

I have a vague memory of someone saying the throttle kicks in at character level + 5. Or maybe it was when weapon level > character level + 5. But I could be imagining that.
