I think there should be an edge, Town Hero or whatever. It would allow you to buy things from shopkeepers, even after hours, but the cost would go up a bit for after hours purchases. It would be like the shopkeeper going "Okay look, I'll open for you, but you've gotta pay me a bit more for the favor". Would only work in your home town.

To get trade connections, you have to have quite a bit of trade based xp.
