How does this work?

I had thought you had to have a minimum of 10 skills practiced, and it didn't matter if any of them were maxed if you had that magic 10.

Someone suggested it might be based whether you have practiced a percentage of possible skills. Another questioned if my wisdom was low and I failed to have a shot at learning because of it.

It does matter if they are maxed.

There is always a chance that it won't find a skill to improve even if you meet the regular criteria, because it tries to find one amongst all the skills a finite number of times (so it doesn't spin the mud forever looking for something).
