It's my impression that one of the things this edge does is make drum look at dexterity instead of strength for success. Is this so?

Nope. It improves your chances to get extra hits, and you receive a bit less lag then normal.

Zulgh's posts about the direct, exact benefits makes it even more beautiful, since, ya know, getting extra hits and less lag is useful on anybody and everybody.
