When I discuss prereqs it says "no level, no prereq". Is it based on observation xp or something?

Those who are more observant are more likely to notice stuff like a bush rustling or something else "out of whack" in the area.

I believe it gets "better" as you get more and more obs. xp too. Better meaning you get less false positives and more frequent true warnings.
