How about making neutral mobs request-friendly.
Now just wait, read this out.
I figure it would be an idea to make neutral mobs randomly agree or disagree to give you their particular piece of equipment. This would help out in the goodies killing neutrals for gear bit, and could make things a little easier for everyone as well. See, they wouldn't just be requestable for goodies, but for everyone. For evils, it would be a demand-ish type request, but not so much. The difference between request and demand is the lag, I think, besides the other obvious differences. A neutral would ask or demand, also randomly (the syntax would still be request for everyone). Also, big neutral mobs that have limited or too high-level gear wouldn't be request-friendly. Maybe wether the mob agrees or not could depend on the charisma stat and morale. *shrug*

Hey, I'll ask that neutral mob over there for his gear. There's a 50% chance he might object and I'll have to kill him and take it, but that's ok. I'm just a paladin, and as long as he's angry at me, I can feel totally secure in my beliefs as I chop him up.
I don't think so.
Equally, why should everyone suddenly get the equivalent of the ap demand skill? That's what ap's do.

First though, a brief comment on your idea of evil requesting. If the evil is demanding something (i.e. through brute force and intimidation), one would think that they would just outright kill the mob, something usually within their RP. Should it not be, it would difficult to see the mob being frightened enough in the first place to hand the gear over.
On to the variation: I've been kicking around a thought regarding neutral requesting for a while now, but not universal.
A number of races, Svirfnebli, Gnomes, Dwarves in particular, are at least somewhat clannish. I'll point to the racial cities as supporting evidence.
The problem this addresses is best highlighted in Akan, where a PC must get a key from a neutral dwarven mob to enter the castle. I can think of very little reason for that dwarf mob to be unwilling to unlock the doors for a high level dwarf. However, the clannish nature of dwarves would frown upon killing the door guard, or at least the way I consider dwarvish culture.
Essentially, what I would be suggesting would be permit a racial request for any race that is limited to good/neutral or neutral. Not as powerful as good only request, perhaps requiring the mob to be of lower level than the PC.

Is to make the berserkers in Mortorn not attack dwarven pc's on sight. Basically makes it so that any Dwarf that is rping any racial pride can't go to one of the most important Dwarfish areas in the game.
