i would like to ask, if you are born with a sleek spot on a mob in a protected city, if that would change once you become a magistrate. or would it just be unlucky for the char?

Your spots won't change, even if you were chaotic and took the bloodoath (making you orderly).

AFAIK the only way you'd end up with a spot in a protected city (on a mob that yells) is if you're neutral or chaotic- both choices negate the possibility of becoming a tribunal.
