This skill forces the thief to step out of the shadows. This may be on purpose or an oversight. One application of this skill is to prevent opponents from knowing the user is around by locating objects in his possession. Forcing a thief to vis to use it breaks the secrecy to the skill.

Specifically, a few skills in that path had unintentional checks for Improved Hide. So even though the skills were nominally marked as stealthy, if you didn't have Improved Hide, you got outed.
