It acts like it belongs on the fourth tier... utility forms of the same tier hit harder than it even.. goat hits just as hard as it (a fourth tier). If not harder =(

A quick look at the numbers really doesn't back that up.
I actually can't find a form of the same tier that deals as much damage as panther (in straight melee, assuming the shifter is hasted, etc.), much less more. There are certainly some that have harder single hits, but the panther gets more attacks than they do and overall this translates into more damage.

The form will still get second attack, it only means you won't be getting improves on the second attack skill while in form. So long, and thanks for all the fish!
