Does critical hit do the same damage for everyone?

Or does it take into affect how hard you hit normally?

In otherwords, do you gain the benefits you have from damroll/skills/powers or is all this lost when critical hit'ing through damage reductions?

There was a cloud giant scout with polearm and Trapping legacy, and he used to hit damn hard with his critical hits.
