There's a common misconception that you can't bash people bigger than you. You can always try to bash people bigger than you are; you're just not, generally speaking, very likely to succeed.

Albeit some time ago, is that, assuming that you are bashable by a mob, size didn't seem to come into the lag much. As in, a mob a size smaller than you could regularly lag you for long periods, whereas a smaller pc generally doesn't.

You are correct. Specifically, size never is a factor in bash lag.

Or has he ever said that size is a factor for NPC bash accuracy as well as pc bash accuracy?

He was always speaking of PC's. Tell you the truth (and this is my biggest player flaw) I've always treated mobs completely differently from players, so I never really cared if there was a distinction.

I've been bashed to death by a lot more small mobs than small players. Now that could be because I fight mobs more than players, and I don't prep to avoid their bashes, but I still wondered if there was something in it.

Bash lag CANNOT be altered with any other means than a certain legacy.
Only the chance of success of the bash can be altered with weight, size etc...

Carrying a lot of weight makes bash deal more damage. I'd imagine size difference to add to the bash damage as well.

There are other factors; for example, having a higher strength as a basher is a slightly good thing even beyond the 'you can carry more' factor.
