Is a character entering hero range at level 42 like kicking a stray dog when it's already down?
I've been pondering if CF would be a bit more balanced if characters did not enter hero pk range until level 45.

A lot of the strong powers kick in at 42ish. If you were going to suspend hero range until lvl 45, I'd say you need to move those powers (e.g. rot) to 45.
I also see nothing wrong with having to run for your life a lot as you struggle to make that final hurdle. And bear in mind that I do often play elves and drow (some day I'll have to try another giant again), so tend to be one of those who has lots of heroes in range when I hit 42.

It all depends on the individual builds. A high xp combo might be in range of a 51 hero shifter with tiger/eagle, which is kinda lame. On the other hand, many builds can rank almost right up to hero and be out of fort-elf-pally range.
It just depends on your build and who is and is not scary for you to fight.
EDIT: Obviously, any fight that has anything to do with a saves check is going to favor the guy who isn't 42 by a hell of a lot.

I really don't see that you should have a major issue. Anyone apart from a rager should be able to evade the high ranked people almost all the time.

Those low 40s human conjurers and shapeshifters often sit and prey on people who are often in a very bad position to fight against them. If you want to protect them from hero pk below 44, I would make it really far easier than normal for those two classes to enjoy pk extension back up into hero pk.

I'd suggest 44 instead. Warriors have their first legacy, shifters has their first final form etc.
