Generally just the level of the communer.

Some communer edges also situationally modify it.

Since we're on the general topic, do utility herbs act as a "spellcraft" for druids, in that the level as a whole is higher, or just up the effects?

Generally, just ups the effects. There's probably an exception or two to that somewhere, but 95%+ of the time that's what it is.
