Mountaineer + Bearcharge

Does the Mountaineer bonus to bearcharge up the damage of the skill? The lag effect of the skill? Neither? What does being a mountaineer actually do for bearcharge. The helpfile is a little vague. And, I wonder if it isn't just some misinformation that being a mountaineer actually ups bearcharge lag.

Do they get their bearcharge "nerfed" in other terrains compared to a "default" ranger build?

A little everywhere, and a fair bit more in mountains.
