I hear that at hero it's pretty much all gangs or group v. group - and that especially for Rager and Scion you can pretty much blow through all your con super uber fast. Is it unusually gangy right now, as compared to what I might have seen a couple years ago?

If groups really are a huge problem, are their legacies to take other than harmonius and surrounding that might help to deal with the problem?

Fort and Empire are usually havens for pussies, and when they're not the other cabals take up the slack. Ragers and Scions are the way to go. Sure, they gang here and there but I don't think they even come close to the others.
