From what I know the policy of the Empire is "take the Oath OR die". Earlier as I've been told taking the Oath was possible for any char, now it is only for LE (lawful evil).

Why is that change? It completely nullifies the chance of convincing or pressing someone not LE to take the Oath, removes some good RP ways and so on.

There was a good instance, when Imperial binder thief jacked and binded uncaballed bard and offered him Blood Oath or death. The bard chose the Oath. Thats how the Empire could recruit, but now it has only those who planned to join it from the beginning and rolled LE char.

Any evil character can bloodoath.

The reason that (unlike Empire V 1.0) good/neutral characters can't bloodoath is that we ultimately discovered that only super-noobs who didn't know any better did it with good/neutral characters, and they ultimately either con died in a week or deleted in less than that.

Can't say for sure, but I'm guessing you're wrong about non-LE people being unable to oath. They can, it just changes them to LE. That may or may not have consequences depending on the character.

Untrue, I had a Chaotic Evil Necromancer that Kept dying from imperials who told me take the bloodoath and they'll stop, but It wouldn't let me.

Kreo was one of them. Took the oath around 200+ hours. Chaotic evil.

Always shoot first and then call whatever you hit the target.
