First one the simple one...based on sheer annoyance previously, heh.
1) Any way to make it so that shapeshifters with water forms could have some semi-naturally-automatic way to cast water breathing upon reverting, or maybe via selective shapeshifting, keep gills an hour or so beyond reverting? Always struck me how dumb it seemed that it never happened. Just off the top of my head, some ideas
1a) Just thought of this, why do shapeshifters have water breathing and not some "shapeshift gillbreathing" style spell?
1b) Any chance they could just "suspend" the spell length on water breathing while shifted into a water form? Might be harder than it sounds, but I know there's various things that can suspend other stuff, so maybe.
1c) Feasable to make it an edge if nothing else? Like smoke and mirrors where revert underwater makes for auto-attempt-to-cast water breathing?
2) Anyways, the second thing was just a pure edge idea based on the other guy's question about wand levels, etc. If I'm not mistaken, using a lvl 1 wand w/ a lvl 1 spell as a lvl 51 is going to be pretty much pointless, as the wand's exactly what you get.
Any interest in a "Master of Mystical Devices" edge? Through years of use of such devices, an expert mage (pure mages only, which happens to match everyone with ALL of wand/talisman/scroll) has learned how to channel his own energies into the release of the item's power, acting as a sort of wand-spellcraft.
I was figuring it'd probably have to be at least semi-expensive, but now that I think of it, if it's too powerful as ANY sort of edge, it would make for a cool quest skill for those magi-sorts.
(Though now that I think of it, conjurers have the three items, but no spellcraft...maybe exclude them from the group who could consider it for an edge)
