Not all cabal outers are created the same, just as not all inners are, either. Some have more. Mostly depending on the ability of any one particular cabal's ability to protect, heal, enhance that guardian. Thus, I think the rager outer has the most. The difference may not be huge though, but I think that's roughly accurate.
