What's up with all of the tribunal leader positions being able to go out of the city not only with their guards but also with vigilance? I mean I remember a while back when somebody had a complaint (albeit, a dumb one) about tribunal the answer was given that their powers only work in the city and that they can also can't attack in the city so it evens out. But now I see that every leader position in tribunal is able to go everywhere and do everything. Granted, they can still only attack WANTED people with their guards attached, but what does that mean to every other thief and assassin out there?

Okay that's just my rant. My real reason for posting is to ask why is it like this? I know it's only a few tribunal out of the whole, but I remember back when being vindicator was the #### because they had something SPECIAL. They were the ones who went outside of the city and dispatched criminals. It was a title that meant something more than bloody manacles. I mean... I don't get it >=\
