First the question:

Why do shifters get second attack? As far as I know your skills don't carry over into your form, so I'm at a loss as to why you'd need/want it.

Now for the suggestion: Form specific socials. Cat forms purring, snake forms hissing, toads ribbiting, etc. Just a thought. I keep seeing shifters with no alternative but roar, snort, etc and those don't really fit some forms. If this is already in place, I must just be missing it.

Oh, and possibly a "stamp" social so that those forms with feet can tap out a number?

I think shifters get second attack because for the same reason conjurers, invokers, necromancers and transmuters get it -- it's a straightforward skill that anyone can learn. I think I've even heard of shifters killing other player characters when out of form.

I kinda like the idea of more socials, and maybe that could be another Valg contest, if there aren't enough good ideas floating around.

Sure, it was in the Inn, and I fumbled his weapons and let him lag himself to death trying to bash me while the bouncers bashed him, but I still did a fair amount of damage myself in the little melee.
