Do some weapons parry other weapons better/worse than others? Or is it merely that some weapons are better/worse at parrying in general?

It seems to me like staff for instance has a particularly bad time parrying daggers, but I was never sure if this is "correct" or not. For the sake of argument, lets say I am equally skilled in staff/dagger as my enemy is in both.

Yup.
