Should items that raise one's "effective" skill percentage prevent improvement in that skill once the effective percentage reaches 100? It seems to work that way.

Natural skill should never go beyond 100%.

The question is whether an item that puts you at 90% (100%) should prevent your natural skill from continuing to improve.

I had worn clothing which raised some of my skills abilities, and those same abilities did infact improve while wearing the clothing which raised them.
So I would imagien that would apply for all other respective skills.

I've had a character with an item that granted a bonus to a skill causing it to go to 100%, and that skill still improved with use, until it became 100% naturally, as well as augmented. So no, you shouldn't need to worry about this.
